    Dunno about VIC, but in NSW possession of blue training guns is only allowed by Govt agencies and certified professional instructors.

    Not sure about the target component but this suggests it could well be OK

    Licensing & Regulation Division considers training guns to be exempt from regulation in Victoria.
    Therefore, a person wanting to purchase a training gun can do so without a licence, permit or
    approval as long as they have a lawful purpose.

    Gotta say though, I think your time would be better spent dryfiring.

      Anyone got an idea about customs stopping one as it resembles a firearm? Or would they ignore it as non-functioning?

    Best thing would be to ask, and get it in writing if they say yes. Dunno about VIC's Licensing Division but in NSW if you ring FAR they have a Customs section.

      There also a few different systems around that allow you to train with a laser in a real firearm, Generally the laser resembles a cartridge and is loaded into the chamber. The laser is then activated by the firing pin dropping on it. How long they last and how reliable they are I'm not sure.
